Historically, the diamond trade followed key people (pre-WW2) or low cost labor (post WW2).

After WW2, Antwerp rose to prominance after most of the Amsterdam traders were murdered. In the '70s, Israel's low cost and skilled labor became the leading diamond manufacturing center. When India's labor became skilled, manufacturing moved to India.
